T.T.O. stands for certified taxi organizations. Local governments, in principle of the 4 big cities, decide about licenses for taxi’s in the centre of Amsterdam. The municipality demands more competences from the state to tackle problems in the taxi branch. As such, Amsterdam gets possibilities to exclude free riders by allowing only taxis that are part of a group. Soon TTO will become obligatory for full participation in the Amsterdam taxi market, expected to become reality in May 2013.
Rights and duties will be attached to such a TTO. Example of such a right is that the free tram lane exemption will be connected to participation in a TTO, and another is, that a Taxxxi Pas Amsterdam® will be introduced for doing business in the city centre, with membership of TTO as a precondition. An example of a duty is the fulfillment of an internal, efficient handling of complaints and or control over and correction of impermissible behavior of affiliated drivers.
It should be clear that for a municipality an organized group is easier to work with than individual taxi’s, so it’s of great importance that such a TTO contains a good basis and serious admission criteria.
